How many Zero Carbon Homes are projected to be constructed by 2025 in your London Energy Scenarios study?

As of the first of this month, major housing developments (ten dwellings or more) in London are required to meet the Zero Carbon Homes (ZCH) policy. This requires a 35% carbon dioxide improvement on-site above 2013 Building Regulations (as per the existing target), with the remaining reduction to net zero carbon met through additional on-site measures and/or off-set through a payment in-lieu to the relevant local planning authority.

The London Energy Plan Scenarios use projections of housing numbers based on work undertaken for the London Infrastructure Plan. This estimated approximately an additional 450,000 dwellings by 2025 across London, rather than just major developments (to which the ZCH London Plan policy applies). We cannot accurately estimate the number of homes that will be required to meet the ZCH policy since we don't know what proportion of homes will be delivered through major development schemes over the next decade.
