I just want to clarify a bit on that transparency process, and it goes a bit back to some earlier answers you gave on the future of community safety funding plus the DIP money. OK, not all of it, but some of it is MOPAC's money and I think in your desire for joint commissioning, is it joint decision-making or is the ultimate decision going to be with MOPAC or with the London Crime Reduction Board? I wanted to bring us on to the topic of violence against women and children. I think you know that we are doing a piece of work on it at the moment. We have met with women's support organisations and so on, with a view to presenting that report to MOPAC and then having it feed into your update to the Mayor's strategy. Can I just ask one question before we leave this section on violence against women and girls. We did hear in one of our earlier sessions that there is a shortage of refuge places in London. Is that something that MOPAC can look at, the demand and the need for that as well?

Can we move away from the preplanned operations and some of the specialist operations, and talk to what is available in boroughs in terms of response? Just to get to the bottom of two cars, four officers being added and TSG group already in existence, could you just explain to me, would they only be available to certain boroughs in terms of tasking? Do they get round to all boroughs? They do not stay in one particular borough. We have already had it rolled out to outer London boroughs like Havering, Barking, Dagenham, Enfield and Kingston. I just want to know what consultation engagement has been carried out in the boroughs about increasing the availability of Tasers?

I am going to start today and start by asking some questions about the MOPAC Challenge mechanism. The Deputy Mayor for Policing and Crime has set up what he calls MOPAC Challenge, which is the principal mechanism through which the Mayor and Deputy Mayor for Policing and Crime hold the Metropolitan Police Service (MPS) and the top team to account. I believe earlier this month some performance targets were set as part of a 20-20-20 vision. Perhaps I can start, Mr Morley, with you. Could you just very briefly tell us what that 20-20-20 vision is?

I think my colleagues may have picked some of the cherries out of this by the time I got here. Just to explore the targets, first of all, Deputy Commissioner, let us talk about the culture that target-setting creates. How do you make sure that the targets which you set drive performance and measure performance rather than create incentives to do things that we would not want people to do, make people focus in the wrong direction or even dare I say it fabricate results?

Operation Terminus, I think if we can begin with MOPAC, I think you have had representations, the Refugee and Migrant Forum of East London has written to the Mayor around those issues. Do we happen to know what the Mayor's response to the letter from this group is?
