    Caroline Russell AM: Thank you, Chair. Good morning to both of you. Commissioner, just last month TfL published an updated Cycling Action Plan. The Cycling Action Plan notes that the fear of collisions and road danger is the most common barrier to cycling. There are still many streets in London with too much fast-moving traffic to be safe for people who are walking and cycling.
