Nicky Gavron (AM): While we are on land and talking about the planning system, currently the Assembly's Planning Committee is looking at the community infrastructure levy (CIL). That is, to a certain extent, a fixed charge, although there are lots of complications because it is set different in different boroughs and there is not necessarily a duty to cooperate and so on. I agree that we have to get the existing transport infrastructure right. There is a direct link from Stratford to Stansted which is growing very fast in the period up to the Games. It cannot be used. It needs two things. Firstly, the doubling of the track capacity between Tottenham Hale and Broxbourne, which was planned for completion by 2007 but is now being consigned to the distant future by the SRA.
