    Eurostar - links with other transport modes The design of the new Stratford International station for Eurostar is such that it will involve passengers in a 500 metre walk to reach the Stratford public transport interchange for Tube, DLR and bus. What plans does TfL have to overcome this ludicrous situation - can some kind of transit shuttle be built?

    Why is the Oyster Pre-pay peak-hours discount only available on buses with conductors? How many routes are therefore excluded from the discount and what is this as a percentage of all bus routes?

    Can you comment on the latest fire on one of the Mercedes articulated buses - were we not assured in the spring of 2004 that the problem that caused three fires on these vehicles previously had been overcome?

    Thank you. Could I ask the Commissioner first whether he is happy with the quality of TfL budgeting in the London Underground area, given that there are some huge swings? Central Services with £72 million unspent, for example. Are you happy with how they are now managing the resources?

    I noted the near £100 million projected underspend on the Private Finance Initiative (PFI) contracts and the PPP contracts, but, ever attempting to be fair, was not going to hold you responsible for the whole of that. Just one supplementary on that point before I return to the Mayor. The fines that are being levied - I think the note I have here is £32.2 million fines due to TfL from Metronet and Tube Lines - that is presumably not budgeted for.     Where is that money going to? Because you are not, presumably, budgeting to have fine income come in. Where is that resource going to be deployed?

    What studies has Transport for London undertaken into ways to capture a share of the development gain made by property owners and others arising from new transport infrastructure projects? What legislative or other changes are required before we could use these as a viable funding mechanism at a regional level? .

    To be clear, I am not talking so much about individual taxpayers allow for. Some estimates have said the Jubilee Line, for example, raised land values by £13 billion and capturing even a quarter of that would have paid for the whole line. The study is about new mechanisms to capture some of those general development gains, rather than the specific project gains.

    : I would absolutely agree with that. Thinking beyond Crossrail, would any other of the main infrastructure schemes that your studies are showing lend themselves to a tax incremental financing scheme? I am conscious that tram lines are perhaps too diffuse in terms of the gains. What is next on the list, after Crossrail?
