    "In its business plan for 2003/4 - 2008/9 TfL projects a funding gap of some £521.7m between what it wants to spend and what its income is predicted as by 2008/09. Most of this overspend is due to the planned renewal of bus contracts with bus network costs shown to increase from £246.1m in 2002/03 to £858.5m by 2008/09. A) Isn't it imprudent to plan to budget at such levels when funding isn't guaranteed?
