    Whilst there is great rejoicing in my constituency over the TOCU PCSOs, some areas of my constituency, I am thinking for example of the Kentish Town ward, an area of significant crime, there are currently no PCSOs at all, for all sorts of reasons to do with vacancies, sickness and everything else. I suspect this is not the only ward in London in this position. Have we got a problem with PCSO recruitment, or is this a problem reserved for the Camden Town ward of Camden?

    A question for the Chairman of the Metropolitan Police Authority: Many of my constituents were delighted to see the departure of the former Commissioner. You are now engaged in recruitment of the new one. Those same constituents have been horrified to see the scenes on television of Metropolitan Police officers acting in a way that would not go amiss in Mugabe's Zimbabwe.     Mr Kiley, in answer to my colleague, Bob Blackman, you mentioned that you would not disclose details that affected other personnel. Are there any other members of TfL staff ' either in the Commissioner's office or elsewhere ' who are leaving as a result of your departure? Have you negotiated any pay-offs for them?

    Following the Spending Review 2004 announcement, were your views sought or given on which schemes should proceed within the available funding? Did you express a view that lower risk schemes such as the major A406 schemes in Barnet, which have cleared all planning and legal requirements, should be given priority over higher risk schemes which are still subject to consultation and public inquiry? If not, do you consider this would have been prudent advice?

    Although a capacity increase of 20% resulting from the revised TfL scheme for Bounds Green was discussed at the meeting between the Mayor and borough representatives on 3 February 2005, TfL now appear to have no knowledge of this. Would you agree that it is vital for local residents to be told exactly what increase in capacity the TfL scheme will deliver, not least to help them understand whether the scheme offers value for money? Do you know what percentage increase in capacity will be delivered by the scheme and are you willing to quote this figure publicly?

    In responding to the London Borough of Barnet's objections to the designation of the A598 as a Strategic Road, the Government Office for London has stated: 'The A598 is an important route in the SRN. It provides an important link between the A41 and Golders Green and North Finchley as an alternative to using the congested A41 and A406.' Do you regard the suggestion that traffic should use this borough road as an alternative to the TLRN as criticism of TfL's management of the A41 and A406?     At the Assembly meeting on 11 June 2003 you answered a question from me by saying 'Given that the North Circular Road on either side of the Bounds Green to Green Lanes stretch is dual three lanes, it makes sense to widen the Bounds Green to Green Lanes section to dual three lanes to remove the current bottleneck. It also makes sense, at the same time, to implement the two original grade separation schemes on the road in Barnet.' Is this still your view and why has the TfL Board decided to adopt a different course of action?

    In the same answer, you also said 'I recognize that traffic congestion is a major hindrance to sustainable growth and will give these schemes due priority'. Can you explain how you did this as part of the process of selecting which schemes from the SR2004 bid were to proceed, and is it correct that the A406 major improvement schemes were the only major schemes in the bid not to receive funding?

    At the Assembly meeting on 11 June 2003, when asked about TfL's smaller scale proposals for the A406 at Bounds Green, you said 'the much smaller project pales by comparison to what should be done on that roadway; there is no question about it.' Do you feel that this opinion has been ignored by the Mayor and the TfL Board?
