    I was a little uneasy about this question, but I was allocated a lead role on it. Perhaps some of my less pleasant colleagues would like to follow it through. It seems to me that we have a perfect right under the Access to Information legislation to ask formal questions of TfL and the Mayor to which we get formal answers. I suppose underlying this is a concern that down the years that TfL has not been the most transparent organisation in the world.     Do you accept that the overall package is unprecedented in the public sector in this country, in the settlement of your leaving?

    I think the difference may be expressed from our perspective that if it is a private company that is being examined, and the Chief Executive leaves, that is something that is private. However, this is public money. That is why the concern is being expressed as to the full extent of the package that you have enjoyed. From our perspective, one of the things that we would seek to know is this £745,000 bonus payment, which we understand is being paid, is there in addition to that a lump-sum payment to be paid by the 31 March?

    Mr Kiley, in answer to my colleague, Bob Blackman, you mentioned that you would not disclose details that affected other personnel. Are there any other members of TfL staff ' either in the Commissioner's office or elsewhere ' who are leaving as a result of your departure? Have you negotiated any pay-offs for them?

    The other issue is, as part of the contractual negotiation, which would not be unusual, is there a gagging clause that prevents you discussing the full details of the reasons for you leaving or the other effects of the contract?

    If you felt that you were surplus to requirements and that you did not have a useful role to play at TfL, might you consider terminating your consultancy sooner rather than later?

    The reason that I am interested in that is, is there going to be anything in addition to the fee, which was upfront and we have seen that, up to 90 days, how that is calculated? You are keeping the occupancy of the premises in Belgravia; that is part of the negotiated deal, I take it. Will there be other matters? For example, the council tax on that property, insurance, pension contributions ' will that cover the lot?

    How will that work on the PPP? It is critical that that is renegotiated for the benefit of Londoners. You will be developing your thoughts and providing advice, but then your contract ends some two years before the actual negotiations. When the Mayor announced your position, he made it quite clear that the renegotiations for the PPP would be one of your key roles.
