Tony Arbour (AM): I have been looking at this card, and I have to say I am not sure I agree with you, Kit, that people do not expect criminals to be caught. I seem to recall Kit Malthouse (Deputy Mayor for Policing and Crime): They do. Tony Arbour (AM): the saintly Sir Robert Peel [Home Secretary who established the Metropolitan Police Force in the 1820s], when he put down the things of people being caught and brought to justice; no mention of that on the card. James Cleverly (AM): Following up from Victoria's questions about particularly young victims of crime and their confidence in policing, and I do not want to go crashing into one of the issues we have later on, but we are going to be touching a little bit on disproportionality. From memory, from the feedback we get from the sectors of the community who are least confident interacting with the police, the young tend to be less confident than the older generation. Black and other ethnic minorities tend to be less confident than the white population. Specifically with young, potentially black victims...

Tony Arbour (AM): On the specific point which John raised with you relating to the legal cost, are you telling us that it is possible that Lord Blair, Lord Stevens and other former luminaries at the top of the Metropolitan Police Service, we have paid to give them legal advice before they have gone to Leveson?

I would like to return to your reasons for leaving TfL early. Obviously there has been a lot of press speculation about the fact that maybe you had disagreed and fallen out with the Mayor. That would not be surprising because I would expect that you would have some disagreements over working together for that amount of time. Could you just tell us what your most significant disagreement has been with the Mayor?

Do you accept that the overall package is unprecedented in the public sector in this country, in the settlement of your leaving?

I think the difference may be expressed from our perspective that if it is a private company that is being examined, and the Chief Executive leaves, that is something that is private. However, this is public money. That is why the concern is being expressed as to the full extent of the package that you have enjoyed. From our perspective, one of the things that we would seek to know is this £745,000 bonus payment, which we understand is being paid, is there in addition to that a lump-sum payment to be paid by the 31 March?

Mr Kiley, in answer to my colleague, Bob Blackman, you mentioned that you would not disclose details that affected other personnel. Are there any other members of TfL staff ' either in the Commissioner's office or elsewhere ' who are leaving as a result of your departure? Have you negotiated any pay-offs for them?

The other issue is, as part of the contractual negotiation, which would not be unusual, is there a gagging clause that prevents you discussing the full details of the reasons for you leaving or the other effects of the contract?
