I really want to pick up on what Roger Evans has just said. You mentioned the inevitability of disagreements between professionals; absolutely, that is par for the course. What I wanted to know was, apart from when your contract was renewed a year ago, were lawyers involved in the achievement of this recent settlement?

Moving back to capital for transport infrastructure development, we are probably only about a year away now from the next Spending Review, 2006, can you talk us through what processes of development are going on within TfL to make sure we get a good second bite of the cherry and what preparation and business case development is going on?

If I can be a little more parochial and talk about London again. One of the projects halted until the 2006 Spending Review that is extremely important to London, is the phase two extension on the ELL Project. Given that there is only say a year to go to Spending Review 2006 and you have talked about the fact that you are developing capacity and putting together London Rail at the moment as a business unit, what development is going on of the business cases for phase two of the ELL extension? On your own admission just now, you have made clear that the transport system is not ideal. We have a situation here where people are being asked to pay not only a 60% increase, but with the western extension, TfL's own economic impact assessment makes clear that there will be a reduction in lunch-time customers for restaurants, shift-workers such as cleaners will suffer, `retailers may close down', `retailers may relocate', and delivery costs will be passed to customers.
