Is TfL is a best value authority for the purposes of the Local Government Act 1999?

If TfL is a best value authority for the purposes of the Local Government Act 1999, it must follow the Best Value Statutory Guidance. This guidance states: “before deciding how to fulfil their Best Value Duty – authorities are under a Duty to Consult representatives of a wide range of local persons.” Has TfL complied with this Duty to Consult in regards to the Earls Court redevelopment?
