    Valerie Shawcross CBE (AM): It is a really excellent piece of work and it gives us a good agenda for the future. Last week the Organisation for Economic Co-operation and Development (OECD) made some comments that I think we all know intuitively are true about the importance of transport infrastructure investment for long-term growth. How do you think transport investment decisions would change in this city if we did have much more local control?

    Thank you very much. I am pleased to hear you say that you think the employers and the unions should negotiate because the union has been very clear and is still saying that they have not had a single meeting with any of the employers, and I think there are 20, 21, involved in this, nor have they had a meeting with TfL to negotiate.

    Mr Mayor, I am encouraged to hear that. What will you do if the employers do not respond positively to the suggestions that have been made, as the clock counts down to the Olympics?

    I think most Londoners would think that, five weeks away from the Olympics, it is ridiculous that the bus drivers cannot even get the employers to discuss their claim. Mr Mayor, what are you doing to bring both sides together to have this discussion?

    John, in the waste strategy there is the specific proposal to establish a capital standard initiative to promote basically the very laudable aim of raising the standards of our street environment. How are things proceeding on that? We were supposed to have a high-profile initiative launched before the end of 2001. When will we actually see something?

    You've referred to the problems with this initiative. Without talking your way through the entire history again, John, which I'm sure you don't want to go through, can you say what you would have done differently if you were doing this again? And exactly how is it that an initiative that was supposed to be launched about now has only just been agreed by the ALG? What went wrong and what would you have done differently?
