James Cleverly (AM): Thank you, Chair. I had hoped to subtly remind you that my understanding is that Members were here to ask questions of the Mayor and receive answers from the Mayor. Unfortunately, there have been a number of occasions where Labour Members have finished their line of questioning with a statement and you have curtailed the Mayor's attempts to answer the implied questions in those statements. If we are envisaging a change of standing orders where Members are allowed to make parting shots or closing statements, whatever you want to call them, perhaps you could inform the Assembly...

Clearly, it is welcome to have a focus on outer London and my colleagues from Sutton and North Cheam are quick off the mark and have already, as it were, put in for some money even though you have not actually told people what the criteria is. But I, too, am concerned about your funding mechanism. It is one thing to take the money off taxpayers and to grant it to outer London boroughs. Mr Mayor, you have just been asked about the relationship between yourself and ATOC on matters of the Freedom Pass and the costs. This morning London Councils has flagged up - and you may have seen it in its newsletter - its worries about ATOC asking for extra money to pay for the Freedom Pass. Now, Caroline [Pidgeon] was asking about 24 hours as I understood it but, apparently, ATOC is asking for more money for the Freedom Pass in any case when it is used on the mainline services. Could I take up one point with you on the whole relative costs of salaries and so on? Mr Higgins, you, I think, serve with seven other directors on the ODA, receiving pretty substantial salaries. Indeed, I believe you, this last year, did forego half of your bonus until 2012. Would it be reasonable for you and your fellow directors to consider foregoing your complete bonus until you have finished the job, and then receive whatever you are entitled to, through the success you have achieved?

): I am happy to hear that we are actually on track with this and so the rumours I have been hearing that we are six to eight months behind have obviously been expelled by yourselves by saying we are actually on track, financially and work-wise. One thing I do have a concern with - and I have to follow other Members here - is the Living Wage or at least working wage of the London weighting. What I would like to have spelt out clearly is you are suggesting, by this time, October 2010, there will be 10,000 workers...
