Can I echo James Cleverly's remarks from our side in terms of the support and praise to the whole service during the course of the recent events. Chair, if I can deal with that aspect first - the first part of James' [Cleverly] question - then move on to mine specifically in a moment. The Chairman referred to the Enfield Sony depot fire, but can I ask the Commissioner, given the references in the previous questioning - that I know you heard - to the fires in Tottenham and in Croydon on Monday night and the iconic image of fires...

During your periods in post as Chair and Commissioner respectively, will any London fire station be permanently closed or have its opening hours restricted?

I want to return to the question of closures when we get to my question. I want, here, to focus on this question of budgetary matters. Firstly, could I ask the Commissioner to confirm the advice given in the finance paper on Monday that, on the level of reserves, the exposure for medium and high risk are assessed at a minimum level of £10.9 million? So a figure of £10 million or £11 million is the officer advice about the minimum level of reserves?

I am tempted to ask, in keeping with the Lynne Featherstone callout question, which budget paid for the 21 gun salute that greeted your attendance here this morning that we were enjoying while you were going on! The serious point, Chairman, is that - as you yourself said - there is no one party with overall control of the Authority and, therefore, these important matters of financing of the emergency services should be a matter of proper discussion and dialogue between the parties. I will return to the politics of the situation in a moment. Firstly, can I ask Sir John for his professional take on the situation? Previously you were eloquently talking about the national responsibilities of the Met and our specific grant covering those of £200 million or so, is rising by 2.5%, less than the rate of inflation. As I understand, a little while ago there was no safety plan in place because it was not clear what New Year's Eve would constitute. At the Authority meeting yesterday I think Sir John implied that it remained the case. Can you update us? Have you been properly told what is planned for New Year's Eve and do you have a safety plan in place for that, given that today is 10 December, just three weeks away?
