    I want to return to the question of closures when we get to my question. I want, here, to focus on this question of budgetary matters. Firstly, could I ask the Commissioner to confirm the advice given in the finance paper on Monday that, on the level of reserves, the exposure for medium and high risk are assessed at a minimum level of £10.9 million? So a figure of £10 million or £11 million is the officer advice about the minimum level of reserves?

    I am tempted to ask, in keeping with the Lynne Featherstone callout question, which budget paid for the 21 gun salute that greeted your attendance here this morning that we were enjoying while you were going on!     As I understand, a little while ago there was no safety plan in place because it was not clear what New Year's Eve would constitute. At the Authority meeting yesterday I think Sir John implied that it remained the case. Can you update us? Have you been properly told what is planned for New Year's Eve and do you have a safety plan in place for that, given that today is 10 December, just three weeks away?
