    I wanted to welcome and congratulate you for your new approach to public consultation. As somebody who, on the other side of the fence as a councillor, was completely taken by surprise during the closure of the Manchester Street and Manchester Square Fire Station, by the then Labour controlled Authority, it comes pretty ill to hear them now complaining about your very open and transparent approach towards your future plans.     Chairman, an excellent authority will have an excellent budget setting process. It was somewhat confused last year, I felt, and I wondered if you had any plans to streamline and improve the budget setting process and if perhaps you would learn any lessons from the previous performance of London boroughs, particularly boroughs in north west London?

    hank you, Chair. Quite rightly you identified budget as one of the key challenges. May I first of all ask you, in terms of the vision and where the Authority goes, since recently taking control - which could prove to be a short period but that is another debate altogether - what instructions have you given to the Commissioner and senior officers for any change of direction that you may be seeking?

    Can I just go back to Commissioner Dobson and can I add my congratulations to you for your years of service to London. It is the hymn sheet that your borough commanders are speaking from that concerns me.     OK. I want to go back, Commissioner, to the point about fire safety and fires in London, which you mentioned there. The latest performance figures clearly show that the number of serious fires have been rising over the last year across the capital; we have seen an increase in fires in dwellings by around 7% and an increase in non-domestic fires around 17% which is concerning, given the trends previously. We are now seeing it reversed. What changes are you going to make to respond to this worrying trend?

    I have a question for the Commissioner, if you can, in a minute, briefly respond. The proposal of what the final shape is, is due to go to consultation. During consultation, if there were requests or requirements to reconsider the start and finish time that you have suggested, would the Authority be prepared to look at it? Obviously in other areas other fire brigades have implemented modernisation programmes and have got different shifts. Would you be prepared to look at those?
