To fulfil your vision, your modelling shows you are going to need a nursery in place by 2020 and another two years later. I am pleased you have made progress on this in your work.     Given the extensive political opposition to a third runway at Heathrow and the inevitable legal and planning challenges that will arise it is almost certain expansion is unlikely to happen in the foreseeable future at Heathrow. In light of these realities do you believe sufficient attention has been given to improving surface transport to ensure that the significant spare air capacity at existing airports in the south east is fully utilised.

    Last week it was revealed that there were over 3,000 train journeys where Londoners could have claimed compensation because their train was late or cancelled. But only 15% of people who could claim actually did. Do you think that train operators and TfL should do more to promote the fact that commuters can receive compensation for late or cancelled journeys?

    My question is to Richard (Brown). I welcome the comments you made about the fact that everything must be done to avoid Thames Gateway being `dull'. I just want to take you a bit further and say, rather than stopping it being dull, would you agree with me that perhaps one of the things that we need to see developing quite quickly, because it has not had much time spent on it, is a cultural and creative strategy for Thames Gateway, including the existing cultural infrastructure, and I would include Havering and the established centres, so that you do not...
