    Certainly when we had the appearance in front of the Assembly in the summer, I think everyone went away thinking, `This is tremendous, everything is on track'. This now seems to bring the confidence that we all had into some question. How can you give us assurances that things really are on track?

    Lord Rogers went on record last week criticising the process for the development of the stadium. He claims that the Mayor agrees with him. Does that not lend a tremendous amount of credibility to the fact that there are disputes going on already about the whole process?

    I understand that. My concern here is that the credibility of the organisation is being challenged; first by the departure of Jack Lemley, then by Lord Rogers, and allegedly by the Mayor as well. That tends to suggest that there are serious problems undermining the whole organisation

    Are you happy with the progress made so far by the LDA in relation to land assembly and preparation? Do you believe that the original bid document and budget, sufficiently took into account the rise in inflation relating to construction costs?

    One of the issues is, obviously, what would happen in a chemical attack or other form of attack which involves pollution of the air or water. One of the concerns then is that widespread panic could take place, so what would be the position of and what plans are there to physically constrain people within specific areas where those areas have been subject to the chemical attack?

    Thank you for the answer, sir, to the relationship with the trial. Can we be clear? Have we got agreed performance and assessment criteria or other success criteria that are being applied to this, so that at the end of it, we can say this has been a successful trial, and therefore, we want the Government money to flow, or alternatively, that maybe this is not the right way forward?

    LFEPA, along with the police and ambulance services, has set up a multi-agency initial assessment team, on a trial basis, to provide a rapid initial assessment at catastrophic incidents. If the trial proves successful are you confident that Government funding will be forthcoming to allow the team to continue?
