    Yes, we have just got a few questions about Operation Condor, and I think my colleague, Andrew, has some questions about this as well. Deputy Commissioner, you recently carried out the operation in my corner of town in Havering and Redbridge, I think you arrested one person in Havering and nobody in Redbridge. How do you judge the impact of a large-scale operation like that against the resource costs?

    I think my colleagues may have picked some of the cherries out of this by the time I got here. Just to explore the targets, first of all, Deputy Commissioner, let us talk about the culture that target-setting creates. How do you make sure that the targets which you set drive performance and measure performance rather than create incentives to do things that we would not want people to do, make people focus in the wrong direction or even dare I say it fabricate results?

    I am going to move on now to police registration certificates. I have been contacted by the University of London Union and there have been press reports about the debacle that happened only a few weeks ago where I understand that students who are foreign nationals have to register with the police. Recently the category of students who have to register has been widely widened. I understand that the numbers are now higher.     I want to ask you some questions about undercover officers, Mr Mackey. I have been asking the Commissioner questions now since June and I finally got a letter on 23 October 2012 marked Confidential and Private.     Deputy, we know that a letter has gone from the Commissioner [Bernard Hogan-Howe] to local authorities with a document attached that sets out proposals about how savings might be made, including looking at management costs, supervision ratios and a number of areas. It also sets out a new model in policing terms and makes reference to a basic command unit which will vary in size and shape. Are you able to just help us with your definition about what a basic command unit is?
