The Commissioner has said that he wants a new approach to stop and search. He told the Metropolitan Police Authority last year that he hoped to have a new policy in place for the New Year, and he told us last time he was here that that is still his view, but that there would be some consultation with communities and with ourselves and the stakeholders about that new approach. Yes, I do have some questions about the flawed police investigation that followed the fatal stabbing of Stephen Lawrence 19 years ago. Can I just go back to Neale's comments. I am glad to hear that local authorities are looking at areas where there is already the social infrastructure to provide additional housing. It strikes me, though, that the last time the capacity study was done at the GLA, during the first term, the local authorities in the south-west, where there is the infrastructure, the roads and what have you, got off lightly. A little while ago I went to an exhibition at the Building Federation. They were showing what I can only call an updated pre-fabricated house. It was actually a flat. Could I stop you there. I have got some questions and not very much time. Perhaps I can ask all my questions then you can just answer as best you can. The first question is how are you going to enforce all this, because that always seems to be the problem with councils actually being able to enforce codes.
