    Siân Berry AM: I want to ask David Bellamy a follow-up on a written question that I put to the Mayor in May when I asked about emergency decision-making during the crisis. In answer to that question, which was question 1473, he told me that the decision to suspend the Ultra Low Emission Zone (ULEZ), Congestion Charge and Low Emission Zone was an urgent TfL decision taken by TfL’s Commissioner, but this contradicts the press release the Mayor sent out, which said that he had instructed TfL to do this. I did not quite understand. Are you saying that you are undertaking work at the moment on this? You have started work?
