    Siân Berry AM: I want to ask David Bellamy a follow-up on a written question that I put to the Mayor in May when I asked about emergency decision-making during the crisis. In answer to that question, which was question 1473, he told me that the decision to suspend the Ultra Low Emission Zone (ULEZ), Congestion Charge and Low Emission Zone was an urgent TfL decision taken by TfL’s Commissioner, but this contradicts the press release the Mayor sent out, which said that he had instructed TfL to do this.     The Mayor has written that he wants to see an end to governnent tax concessions to the aviation industry (worth £8.5 billion in 2000); since according to calculations based on the July 2002 SERAS document and the DoT's price sensitivity test, the end of all concessions would reduce passenger demand in the Southeast to 135 million passengers a year by 2020, which could be met by existing airport capacity for up to 154 million passengers a year, would you accept that the end of tax concessions in the near future would remove the need for new capacity in the Southeast...
