    Siân Berry AM: I want to ask David Bellamy a follow-up on a written question that I put to the Mayor in May when I asked about emergency decision-making during the crisis. In answer to that question, which was question 1473, he told me that the decision to suspend the Ultra Low Emission Zone (ULEZ), Congestion Charge and Low Emission Zone was an urgent TfL decision taken by TfL’s Commissioner, but this contradicts the press release the Mayor sent out, which said that he had instructed TfL to do this. Does that include problems about potential inconsistencies between the draft London Plan and the environmental strategies?
