On the home insulation and sustainability work that you mentioned, the implementation plan for the final version of the Climate Change and Energy Strategy in May 2011, will this take account of the new settlement as it is, rather than simply the projected wish list that you were working to previously?

    Thank you, Sir Simon. There has been a fog of uncertainty around the work connected with the LDA over recent months because of the issues around the settlement. Are we likely to see this fog lifted next week then when the Mayor will publish some detailed spending plans around the extra money that is coming forward?
