Mr Higgins, I am grateful for that. Could you address Mr Hockney's point of why we learn about these problems, which Sir Roy (McNulty) has referred to, in effect from The Idaho Statesman. In his remarks to the Idaho Statesman, Jack Lemley said that political disputes will make the Olympics come in late and over budget. Is he telling the truth, or is he deliberately trying to mislead?

Mr Lemley was particularly concerned about the impact of political disagreements on the future of the main stadium. Is this not a repeat of exactly what went wrong at Wembley? We are particularly referring to the issue of whether it should be an athletics stadium or a premier league football stadium.

Mr Lemley was also concerned about soaring costs. Given that you are going to the Treasury to ask for extra money for the regeneration that was promised, why was the Olympic Delivery Authority not upfront about the real cost of the promised legacy from the outset?
