    Sir Roy, how much of the £500 million construction contingency has so far been earmarked to be spent? There has been a lot of talk about this and a lot of rumours in the industry.

    My only point really on this is that it is in that area where costs can so easily run away. In the industry, there are rumours; you speak to any of the major contractors or the journalists in the area, and they will tell you that £350 million of the £500 million has so far been earmarked, and that insiders within the ODA have told them this.

    Thank you for that. I think a lot of it is also about public perception but also what other people say. I heard on the Today programme once Glen Smythe who is the Chair of the Metropolitan Police Federation saying, `The level of crime reported is far below that which really happens and the whole process is underplayed for political reasons'.     Would you, Commissioner, please comment on the misuse of statistics yesterday by the Mayor who said of the police force in Kingston that they were 14 times more likely to stop black people than white people, and that black people in Richmond were 13 times more likely to be stopped than white people? Would you explain how this has occurred and make it crystal clear that there is absolutely no question that the police in both of these fine Boroughs are doing anything which could conceivably be said to be discriminatory?
