    Can I just go back to Neale's comments. I am glad to hear that local authorities are looking at areas where there is already the social infrastructure to provide additional housing. It strikes me, though, that the last time the capacity study was done at the GLA, during the first term, the local authorities in the south-west, where there is the infrastructure, the roads and what have you, got off lightly.     Clearly, this is not a London-only issue. One of the things the MPS does is lead the rest of the police service, as it has done, to get that ACPO (Association of Chief Police Officers) position. Will you be giving your commitment to lead the rest of the service nationally to ensure this matter stays at the top of the policing agenda because they are the first point of call for people in distress?
