    Could I stop you there. I have got some questions and not very much time. Perhaps I can ask all my questions then you can just answer as best you can. The first question is how are you going to enforce all this, because that always seems to be the problem with councils actually being able to enforce codes. My view on all this, about trying to get to Level 3, is that it is just utterly unambitious. If you think that the houses we build now are going to be here for at least 50 years and possibly 100...

    If their input is going to be meaningful, it cannot be after the contracts have been let, and the horse has bolted, as it were. It also cannot just be producing more imaginative, visionary statements that do not translate into practical reality on the ground.

    I am just astonished that so much planning can go on before you actually understand the size of the risk. There are aspects to the development which are clearly going to go ahead before you have the full report.

    When are you going to set the standards, and who will actually formulate standards? You did an awful lot of waffling with that answer, I must say. There is nothing solid in it. I am quite disappointed.
