    In their submission to the US Transportation Department on an American Airlines / BA tie up, British Airways state that other competing European airports have diverted traffic away from Heathrow over recent years.     Thank you very much, Mr Barlow. Actually I am not terribly encouraged at all. Although the public probably won't even attend, as we all know what happens when we do open public bodies to public attendance, the public would merely like to know that they can come if they wish to come and they probably wouldn't even disturb you. So I'm not sure that there is anything to be frightened of in opening the thing up to the public.     On the point of the strategies and the consistency of approach, I'm not entirely sure that I do agree with Louise there's much inconsistency between the two plans. But it does strike me that, as regards the Economic Development Strategy, that no consideration has to be given as to how balanced it is. Do you feel that, as regards the activities of the LDA, it will be best if we concentrated on three particular areas? Perhaps those areas of greatest social deprivation, those areas where there is a decline and also perhaps dealing with some of the bottlenecks in London's...
