It is clear that there are going to be some continuing obligations which the LDA has entered into which are going to have to continue to be paid for.     I am very grateful for your answers to Len Duvall and to other colleagues on the Assembly. The picture I have is still rather blurry. It is that you spent a lot of time speaking to the Treasury about how you might be funded, meanwhile this BIS, quietly got on with its job and scrapped all your funding. Is that essentially what happened?
