    Nicky Gavron AM: Thank you very much. I just wanted to make one point. It would be extremely helpful in forwarding this issue if the LEP and Assembly Members could really look carefully at the amended London Plan. I argued on behalf of the Planning Committee that we should have symmetrical high-speed broadband as the new utility delivered to all new developments. There was a lot of querying of me about ‘symmetrical’.     Nicky Gavron AM: Eddie, I would like to ask some questions about some of the planning aspects of this, however first of all I want to ask you about the legislative process, which I am extremely ignorant on. An order has to be laid before Parliament? When does that have to happen and what is in it?
