    I would like to return, please, to the question which was raised by John Biggs about the possible burden on London council taxpayers of the change of control. It is clear that there are going to be some continuing obligations which the LDA has entered into which are going to have to continue to be paid for.     You will know that Members on this side are very sceptical of the role that the LDA is proposing to play in the establishment of academies. Do you not think it would be infinitely more sensible and more attuned to your statutory role if such monies as you have available for education were channelled into providing apprenticeships, training for real jobs, rather than what some of us see as a kind of Trojan horse for re-establishing the Inner London Education Authority?

    You are very proud that you have taken over the former Silverlink North London line and clearly there are going to be substantial improvements there, but the vast bulk of the improvements that you are proposing to make to the line itself, are towards the east. Can you tell me what work you have done in considering extending the services of that line to the south west.

    My office has been in discussion with South West Trains and they would be perfectly happy for ' clearly because it is extra custom ' their tracks to be used. Has there been discussion over dual use of tracks for any further extension of the line really anywhere in London, not just in this particular patch?

    I asked the Mayor about the situation with Malden Rushett, and I was joined in that by my colleague Bob Neill who says that he has similar problems in his constituency, where the LEZ (Low Emission Zone) does not actually follow the Greater London boundary. We have farmers who have farms split by the Low Emission Zone. The Mayor was asked whether he would look at that and alter the boundary. The Mayor said he would not. Would you care to advise the Mayor, when you next see him, that it would be sensible to do that?

    If, as you say, it would be unrealistic to publish in your glossy brochure the things that you cannot do, why does your glossy brochure not have health warnings written over it to say: `All of this is dependant on the Government bailing us out. All of this is dependant on us getting the extra fares'? Would that not have been a more honest way of coming to Londoners, rather than presenting this glossy document? Why is one of the things in your 2025 document not an undertaking to get rid of all the fare paying evasion that takes place...

    Are you able to list for us, because this is a very near future thing, how much you envisage fare rises to increase over the next five years? Specifically, what is the fare increase that you have in mind for the year 2008/2009?
