John Biggs AM: I am reminded in the context of Kit Malthouse’s last question that people often wonder why people live on the foothills of active volcanoes and it is because the soil is fantastically fertile. I am very grateful for your answers to Len Duvall and to other colleagues on the Assembly. The picture I have is still rather blurry. It is that you spent a lot of time speaking to the Treasury about how you might be funded, meanwhile this BIS, quietly got on with its job and scrapped all your funding. Is that essentially what happened?

Having had several months to reflect, what are your current conclusions from the investigations of the Olympic land budget overspend and how do these differ from those stated during the Summer? What additional facts can now come out given that disciplinary hearings have been concluded?
