Caroline Pidgeon MBE AM: I would like to question you about a specific part of the Mayor’s manifesto that stated that the Mayor would “make sure Londoners get a fair deal from developers”. Profits of large building firms have exploded by more than 500% in the last six years and many local authorities simply have not been able to negotiate enough affordable housing with developers over recent years. Still, even in what you have just described, you have not mentioned any interaction with the people on the ground ' the businesses ' at this stage. You are talking about consulting the boroughs and consulting other stakeholders. I would have thought that at this stage, you need the information from the people who are going to be looking for the contracts, and who are going to be producing it. I know. I am not saying that you are not going to write wonderful strategy papers saying how marvellously the whole thing will work. What I am actually looking for is for you to talk to people, talk to London companies, and engage in debate with them. It is the same thing; it is the blue-sky thinking, the strategies, but where is the action?

I know, but you said in a radio interview recently, `We are the Mayor's agency for businesses and jobs in London, and for the first couple of years, we will be doing most of the work in respect of the Olympic Games.' Now, you cannot make a statement like that on the radio in a national radio programme, and then not expect local companies to think that they can ring up us or ring up the LDA and say, `What is the position? How can we get some of these jobs?'

A small point, returning to this question of the utilities infrastructure and whether you are in this rich mix of cooks and broths and magic wands talking to the regulators, Ofcom, Ofgem and all the other `ofs', because in the old days the utilities, the phone, gas and electricity companies would have been able to put the infrastructure in ahead of demand. Now they are working on a private model they can only put the investment in if there is a sure payback, unless the regulators tell them they have to do that. So are the regulators part of this?

I saw that the LDA was putting a grant into some electricity substation, I cannot remember the details, and I thought `why is the LDA paying for electricity infrastructure?'
