Clearly, it is welcome to have a focus on outer London and my colleagues from Sutton and North Cheam are quick off the mark and have already, as it were, put in for some money even though you have not actually told people what the criteria is. But I, too, am concerned about your funding mechanism. It is one thing to take the money off taxpayers and to grant it to outer London boroughs. Just going back to one of my bugbears since the ricin in Wood Green, when the local chair of the Health Trust, the local chief executive, and I think the local head of the Fire Service were not aware of the ricin incident until two days afterwards. Are you satisfied that in terms of a health issue, the communications are now infallible?

In the event of one or more major terrorist incidents, what is the capacity of the health and ambulance service in London to cope with mass casualties? How many hospital beds can be made available in a short space of time?
