I'm delighted to report, Chair, that the gunners across the river haven't quite found their range yet! My question is about education, because clearly if we're going to avoid the construction of incinerators, we need to change people's mind in London. And there is quite a lot of good on the ground work in individual boroughs, but there is a London-wide responsibility for an education campaign. Can Mr Duffy tell me what steps he's taking to ensure that's the most effective campaign that's possible?

I don't intentionally want to fill the time, but I find those rather inadequate answers, and I put it to Mr Duffy that a problem with this was that the bids were rather inadequate and didn't show the sort of vision and leadership that London should be showing on waste minimisation and on education. A couple of sound-bites is not itself enough. It's got to be joined up with the boroughs. It's got to be an effective, driven campaign, with leadership from London. Do you think that London is offering the leadership on this that it should be?

I was wondering, John, have you read a document entitled, "Commonsense for London" which was found, up until May, on www.conservatives.com, regarding Labour are going to be planning to build incinerators in areas such as Edmonton. I was curious if you squared that with the Western Riverside or RRL bid for Belvedere? "Commonsense for London" stands at the website of the Conservative Party before the last election when they were saying it was actually Labour that wanted to build more incinerators, and I was curious if you could square that with the RRL bid for Belvedere.

Which is most likely? Is the Secretary of State amenable to making legislative changes, or will we need to do it ourselves?

So are you saying that a London-wide waste authority would have come to a different decision about the Bexley incinerator?

I suspect local residents wouldn't see the decision as being any better if it was a London decision than a Western Riverside one.

Indeed and looking at it from the point of view of residents, not just of Bexley, but all over London, what improvement will they actually see from there being a single London waste authority? What difference would it make to any of their services, apart from their council tax bill?

Are you saying that the transport costs will be more expensive?
