    Tony Devenish AM: I have two questions, the first one for Mr Bellamy. Good morning, David. Yesterday TfL put out a press release where it boasted that there is an extra 19,000m 2 of space in central London for cycling and walking that has been created over the last few weeks, ie I presume there is 19,000m 2 roughly less road space.     Shaun Bailey AM: Can I address my question to John Barradell, please. Good morning, John. It is great to see you. Earlier on you talked about everybody being worried about a second outbreak, and of course that is correct, but what constitutes an outbreak? Is there a pre-planned level where something clicks in? Is it based around R rate? Is it based around fatalities? Does that level exist in the mind of the Committee?
