    The reason I came at this with this question is because we're miles away from getting a single waste disposal authority for London, and if we can't even get our civic amenity sites working together, what hope is there?

    I think Mr Duffy is slightly incorrect. In Barnet, I don't care how many residents come from other boroughs and use my civic amenity sites, because it ups our recycling credit. And the Mayor is welcome from Cricklewood or anybody else is welcome to our wonderful civic amenity site, which we operate in partnership with ECT at Summers Lane in N12, and which replaced Tilling Way well over 12 months ago now. It's even better than Sutton and we would welcome anybody from north London or anybody else to bring their rubbish, because we need recycling credits in Barnet. I...

    Right, okay, I'm aware of that. How much are you talking to the LDA about future funding, because 2004 is around the corner. SRB runs out. The LDA have made some sort of vague planning and support for it. Are you looking the LDA in the eye and helping to discuss this issue with them?

    I entirely understand what you're saying about partnership requiring some give and take. It doesn't always make for the happiest committee, but can I understand - are there published criteria that the boroughs can look to, to understand whether in the next round of bidding they are likely to be successful?

    Can I then ask how this applies in the case of the £400,000 that is going to the GLA for the start of the London Awareness campaign, and in particular, is this going to extend beyond residents - because we've rather been talking in terms of residents - and extend to businesses and business waste, trade refuse?

    Can I ask John and Victor, do either of you think that recycling rates in relation to municipal waste disposal will be helped by scrapping wheelie bins?
