    I think there's a lot of parallels between the two reports and in many areas they reinforce one another, but there's a huge difference over the incineration issue. Am I taking it that you're more minded to look at the comments from the Assembly scrutiny rather than the London Waste Action report?

    I don't think anyone is arguing that there should not be development in the Thames Gateway area. Obviously there are huge opportunities but we do need to be aware of the risk. So can I just confirm that you are happy to proceed in terms of the development and regeneration in the area in the spirit of the Environment Agency's advice?

    John, you said that you wanted to see the strategy published as soon as possible. The Mayor said previously that he wanted to avoid the construction of new incinerators in London. Do you think that the draft document in its present form makes the construction of new incinerators unnecessary, or do you believe that that is inevitable in London?
