I wonder, Peter Hendy, whether you were aware of, or indeed were using in making the case for emission-based charging, the fact that earlier this year, I think it was around February, the University of Southern California came out with its research, which really gives the evidence for what we knew anecdotally, which is that if you live close to a very traffic-blighted road with high vehicle emissions, then if you are growing and your lungs are growing, and you are any age from 0 to 18, it does not just exacerbate asthma, the particulates and the various toxic emissions...

I wanted to raise the fact that two-thirds of all pedestrian accident deaths occur at junctions in London, and 60% of our most serious injuries. This is something I have got a lot of personal experience of, because when I chaired the engineers in Haringey, I noticed that all the accident hotspots were at junctions, and I looked carefully and decided that we needed to have all red phases, and we introduced one at Spouters Corner, which dramatically cut deaths. Back to Orbirail, because this was something I raised at the beginning with you, only because it's so cost effective and I thought it would be a win by 2005. It isn't in the Plan in the way that Victor wants because it's not a mega-project; it already exists. It's a concept of linking existing north, south, east and west lines together into a Metro-style network, and it brings inner-London town cities together with areas of opportunity and deprivation. I have two related points leading to questions. One, picking up on John Biggs' point about the North Circular Road, particularly that section of the North Circular which is in Enfield and in my constituency. The congestion there in outer London is growing at a much faster rate than in central London. I'm not advocating a congestion charge for that area, but what I am advocating is that some thought should be given by yourself about how you are going to use the money raised from congestion charging in Central London because 37% of London households have no access to...
