    Steve O’Connell AM: On this side we welcome the alterations that are designed to retain as much as possible our higher London standards and apply consistency across our city. A question I have for you, however, is for the first time there is a requirement for developers to consider installing lifts in developments below four storeys.     Steve O’Connell AM: Deputy Mayor, you will not be surprised to know that on this side we do welcome these relaxations. These are modest, however. It is interesting that colleagues are getting rather agitated over what we feel is too modest. I, indeed, had a report published last year that called for parking standards to be abolished in outer London and for outer London boroughs to be able to refuse planning permission based on insufficient parking.     Is there a declared date for that to happen, or is this going to be a gradual process? We have already heard that the position over the land acquisition is not completely clear and is in a process of negotiation.

    Would you not agree that we have five layers of bureaucracy already in this structure chart that we have seen? That is before some of these organisations come into being. There is also a tremendous amount of confusion ' certainly in our minds ' as to what these various different bodies are going to do. It therefore suggests that it is going to be difficult, if not impossible, for this Assembly to properly scrutinise this work.     Thank you, Mr Mayor. I have studied the organisation plan here, and it does tend to look rather confused. Perhaps you can help clarify some of that confusion, because clearly we have a structure that we need to understand, so that we can scrutinise what work is being done. Can you tell me what the ODA board is actually going to do?
