    What are TfLs calculations as to the set up and administration cost of introducing work place charging for central london. ROCOL suggests about £5m per annum, less than 5% of the money it would raise to improve transport in London. The latest TfL figures suggest that the set up and administration costs of congestion charging may be closer to 50% of the money raised? Can you confirm what the set up and administration costs of both schemes are according to the latest TfL reports? .
