    Is there a declared date for that to happen, or is this going to be a gradual process? We have already heard that the position over the land acquisition is not completely clear and is in a process of negotiation.

    Would you not agree that we have five layers of bureaucracy already in this structure chart that we have seen? That is before some of these organisations come into being. There is also a tremendous amount of confusion ' certainly in our minds ' as to what these various different bodies are going to do. It therefore suggests that it is going to be difficult, if not impossible, for this Assembly to properly scrutinise this work. The suggestion is very clear that the attempt is being made to obscure the whole thing, so that if and when anything goes wrong...

    Mr Mayor, can we come back to the issue of, then, what is the role of the LDA in all this, and where do they fit in the reporting structure?

    Thank you, Mr Mayor. I have studied the organisation plan here, and it does tend to look rather confused. Perhaps you can help clarify some of that confusion, because clearly we have a structure that we need to understand, so that we can scrutinise what work is being done. Can you tell me what the ODA board is actually going to do?

    Thank you. Clearly, work is being done, but I read in the Paralympic Games bid document that the catchment area for the Paralympics is 30 million people across much of southern England within a day trip of the Games. Therefore, what is going to be done about helping people with any kind of disability across that catchment area, particularly if they rely on mainline rail services? What plans are in place for that situation?

    Thank you. On getting into London itself and the fact that it is going to be a very broad-based Games, we know that we have real problems in access for people with disabilities to our public buildings. Indeed, a recent statement in Disability Capital states that only 17% of public buildings in London are accessible. What plans are in place for involving disabled people in the cultural Olympiad?
