    I wanted to raise the fact that two-thirds of all pedestrian accident deaths occur at junctions in London, and 60% of our most serious injuries. This is something I have got a lot of personal experience of, because when I chaired the engineers in Haringey, I noticed that all the accident hotspots were at junctions, and I looked carefully and decided that we needed to have all red phases, and we introduced one at Spouters Corner, which dramatically cut deaths. ROCOL suggests about £5m per annum, less than 5% of the money it would raise to improve transport in London.     Back to Orbirail, because this was something I raised at the beginning with you, only because it's so cost effective and I thought it would be a win by 2005. It isn't in the Plan in the way that Victor wants because it's not a mega-project; it already exists. It's a concept of linking existing north, south, east and west lines together into a Metro-style network, and it brings inner-London town cities together with areas of opportunity and deprivation.
