I am, Sir Paul, really reassured in your commitment to Safer Neighbourhood Teams and, particularly, that you are nervous about moving away from the ward-based model; I certainly am as well.     Thank you. Could I deal perhaps with just two of the issues? First, I would like to talk about access via front counters. I think you rather glossed over this and, although you said they were not fit for purpose your suggestion, your suggestion was that the reason they were not fit for purpose was because they did not have enough people if you like serving behind the counters.     The Police and Justice Bill - or Act as it very nearly is - will require every local authority to set up a Community Safety Scrutiny Committee which again will add to the complexities of the local arrangements we are discussing. How do you envisage that fitting in with the arrangements? How will it relate to the police consultative groups for instance?

    Do you agree that it is inappropriate for the MPS to classify some homicide cases as `A+' on the basis of expected media attention thus attracting a more resources (money and staff) towards the investigation? Would it not be better for this ACPO policy to be reviewed with a view to removing this external driver from homicide investigations?
