    Dee Doocey (Chair): We are now moving on to the session on the Mayoral Development Corporation (MDC). Can I start off the session by asking you, Simon, please can you explain the Mayor's proposals to create a MDC for the Olympic Park area?

    Can I just understand the numbers a bit better. You talked about the £56 million that was all that was committed up to now but we have got £85.6 million in the budgets for this current year. Is that £85.6 million funded or is there now more in this current year, 2011/12, than that number?

    In the minute or two left I do not have the time to debate the sweep of the abolition of the Greater London Council (GLC) because it was too interventionist, the strategic role this body was meant to have and now a much more interventionist, but I think many of us round here would be very concerned at planning powers being taken off boroughs as a way of doing business. I understand that the budget has not been finalised, but you should surely realise that the reason we have so much concern around here is because we have not got any information. The job we are being paid to do is to monitor the delivery of the Games. We cannot actually monitor it if we do not have the budget, because we do not know whether you are going above it or below it.     I would like to know what plans are in place to make sure that the same mistakes do not happen again when there is a new Chairman appointed. I think it is very clear, certainly to me, that Mr Lemley has done much more damage to his own reputation by his extraordinary behaviour since he left, than could ever have been done by the involvement with the Games.     A discrete point, as it were. You have mentioned the need for an adequate contingency budget. I do not think any one would argue with that. Are you able to tell us, in terms of the percentage of the whole, what you would regard as an adequate percentage?
