    Emma Best AM: Thank you, Chair, and good morning, both. Liz, we were just hearing from [Lord] Peter Hendy [CBE] then that Mayoral Development Corporations (MDCs) “get things done”. According to the [Sir Bob] Kerslake Review [ of GLA Group Housing Delivery ], the OPDC “has not delivered any housing directly”. Is this something that you think is now a position that has changed and you feel more confident about delivery?

    Elly Baker AM: Thank you, Chair. My questions are to Liz about delays to HS2 and how they might impact OPDC. Three years ago, the Mayor said that, “There are ambitious plans in place to deliver a significant number of new homes and jobs at both Old Oak Common and Euston. I am confident these can be delivered, even if there are delays to the first phase of HS2.” Are you confident now that the start date has moved from 2026 to a window of 2029 to 2033?

Coming back to this question of what is a good developer, one definition might be a developer that does not fit flammable cladding to the sides of buildings and, if they have done that, they commit to fixing it. Have you got a policy that developers who have not signed up to that cladding charter cannot work on your development?

I have been looking at particularly the £23 million that was allocated by the Government to local authorities and charities last week on 25 January [2020]. This is money for the Community Champions to give vaccine advice and boost the take-up.     Caroline Pidgeon MBE AM: Minister, we know there is much concern over the so-called South African variant. My worry is that these concerns could lead to a noticeable decrease in vaccine take-up. At St George’s Hospital in Tooting yesterday, one in ten people did not turn up for their vaccine. Is this a trend you are noticing in London and what are you doing to assure the public that the vaccines are effective against this variant as well?
