Goodness me. I think this is a very worthwhile debate although it may seem a bit arid to some observers and we need to make sure we do not get too academic about it. Nicky Gavron (AM): While we are on land and talking about the planning system, currently the Assembly's Planning Committee is looking at the community infrastructure levy (CIL). That is, to a certain extent, a fixed charge, although there are lots of complications because it is set different in different boroughs and there is not necessarily a duty to cooperate and so on. Just going on from John's [Biggs] friendly question, you outlined many, many priorities for next year and, if anything, the first observation is maybe there are too many. Can you possibly lose focus as a result and what kind of managerial systems have you got to make sure that you can cover all the ground? For example, the two additional ones that I had were implementing the Mayor's Housing Strategy and the sporting provision and the youth service. Now those are clearly new areas on top of your Olympic responsibilities, as well as the climate change work.
