So you are telling the Assembly that, simply based on the information that you held in your records, on the assumption that all of your records were complete, you were able to come to a conclusion with regard to what Brenda Stern said, that as far as you were concerned there is no case to answer? Would not the obvious thing for you to have done have been to go to the source of the allegations? Is that not an elementary thing to do? Why did you limit your investigation just to the material which you say that you hold?

I am grateful to you for that very full answer. It does not convince me that this service is worth the £1.6 million that it costs. If I may draw your attention to a couple of things, are you aware that during the past year additional RNLI Lifeboat Stations have been opened in the upper Thames? I have two in my constituency for example. They have been called out to a fair number of those things you described as `other incidents' like persons in the river. Do you not think that there may now be an opportunity for suggesting that...

I wonder if you could tell me on how many of those occasions the boats were called out to fires? On how many occasions was there a fire they had to put out and perhaps you could also give me some idea of the other kinds of things the fireboats were called upon to do?

You have been in control for two years. LFEPA has been established for two years. You knew that this problem existed. You knew that these difficulties were there. In effect, you're telling us that you feel that there was no time when you could have instituted these changes. You have used what I consider to be a most inappropriate phrase, saying you don't want to "inflame" the situation. Well, of course, those of us with long memories heard this sort of argument at the time of the miners' strikes. "Oh you can"t go in there. It will be dreadful. It will sew up seeds of disaster for ever'. Look what happened there. It may well be that there are substantial lessons that management could learn from the way that those strikes were resolved, and the way that that particular industry is now managed.
