    Can I just ask Mary about the LDA's perspective. The Memorandum of Understanding has been renegotiated. We have heard the assurances today about budgets but we clearly do not know what the position will be when we get the final outturn on everything. Have you got any concerns that the Government might withdraw revenue for support grant, for example, from the GLA to compensate for any cost overruns?

    In the event that there are major cost overruns, you have not put this into your risk assessment of the project, that we would lose money as an authority from the Government in direct relation to any cost overruns that take place?

    Thank you. Can I turn to another set of statistics which I know that quite a number of your officers are busy out today collecting across London? I myself saw a census point as I came to work and I know other colleagues have seen them as well. We are not due a national census for another two or three years as I understand it, so what is this census as a result of which so many of your officers are involved in pulling cars over this morning?

    I am sure it is right to do that because, leaving aside the question of the overground railway simply because they work on the Tube and the buses. Clearly, we all know that after 10.00 pm is very often one of the times when people most want to see a visible uniformed presence. I am wondering, given this difficulty which I hope can be resolved, and given the fact we have had to go through this sort of negotiation, would it perhaps in retrospect have been better to advise the Mayor to put in the money for fully warranted officers...

    Thank you very much. Can I come back to Lord Tope's questions about shift patterns and so on for PCSOs and in particular in relation to their work on the overground railway. You will remember that there was some discussion of this at the September MPA meeting and the particular concern I have is that at the moment of course y it involves PCSOs finishing at 10.00 pm. Tim Godwin (Assistant Commissioner) told the Police Authority on 28 September that if they worked after 10.00 pm in the evening, staff would be entitled to an increase in salary which was...

    There are pressures which you face immediately financially with a poorer and poorer settlement, and indeed the issues which are over the horizon - clearly the Olympic Games will be a major issue for the Metropolitan Police Service itself - current pressure on terrorism, and indeed the growing focus on clear up rates - how many crimes are resolved and result in a punishment - that continues to grind.
