    I think we have to put some positive incentives to minicab drivers, having gone through the registration scheme. I think it would help reinforce what is a successful safety scheme

    It will be very important ' will it not ' if there is a suggestion that the land should be transferred from the LDA to the ODA permanently, that we get the best value from the point of view of London taxpayers, particularly with all the controversy over the costs for the London taxpayer.
